An investment into ecotourism is a lasting investment

“Attapeu is a land abundant in land and water resources. People say that in Attapeu, people give aware their gold for chickens and that it is a land of “crystal streams and green forests”. It is home to the Nong Fa mountain lake, unique to the region.

Attapeu boasts many natural, historical, and cultural tourist attractions, such as the Pha Fong, Samongphak, Xepha, Xeponglay, and Lamong falls, the Nong Fa or Nong Kai Ok lake, a range of attractions associated with the revolution and the various cultures of the many ethnic minorities, and all kinds of heritage which has been passed on since ancient times, many of which still lack the investment necessary to be developed into proper tourist attractions.”

Vongvilay Xayasone, a local Attapeu businessman has initiated the development of tourism, especially ecotourism, to make the province’s tourist attractions something to be proud of all using his own personal funding to gradually expand his business by applying his own design ideas while combining things which have proven successful overseas.

His reasons for doing this are as follows:

“To invest in this area, bank loans are unfeasible because of the high interest rates. I therefore decided to use my own personal capital to support gradual development and slowly move forward in a focused direction. In my personal opinion, investment into this area is better than simply depositing money with a bank where you get a fast return. Although it may be riskier, I believe that it is a lasting investment. Despite the long time it may take to get a return on your investment, in the long-term it is worthwhile because in addition to generating revenues, you will be contributing to development and to the conservation of nature so that it may remain as rich and abundant as ever. It also provides places where people and tourists can relax and retreat to and this represents a potential which can attract tourists to the province in the future.”

How many tourist sites are your currently investing into?

“I started off with the Suan Kasikam (Agricultural Gardens), which is a natural tourist attraction. Tourists can come and see the diverse range of trees we have planted mingled into the natural forests and there is a large lake with fish, ayam cemani chickens (kai dam), a special local breed of cattle, and a variety of wildlife. The thing which will generate income will be our building of a huge artificial sea, which will attract water tourism and we’ll have boats, jet-skis, fishing, a hotel, a restaurant, a fun park, and so forth.

This project will take up 230 hectares of my own land and be located 39km from the provincial capital along the Vietnamese border. We are now into our third year and it is over 60% complete now. It is expected to require an investment of 3.5 million US dollars and if everything goes as expected, the artificial sea will be complete in 2016.

Another project is the development of the Xepha falls, for which an economic feasibility study is underway and a 90-year concession about to be signed. This represents an investment of over 20 billion kip. The glorious Xepha falls are around 61km from the provincial capital, the water comes from the Xe Pian river, and they are 120m wide and 23m high. The money spinner here will be that behind the cascades is hidden a Buddha statue, which is why they were named the Xepha falls, the Lao word ‘pha’ referring to a Buddha image. There is also an abundance of natural forest. To develop this spot, a road will be built leading to the falls along with scenic points, a guesthouse, a restaurant, and a place for village products and such like to be sold.”

Besides investing in tourism, what other businesses do you have?

“After graduating from the Soviet Union, I took a post at the National Geographic Department. In 1998, I left to build a household economy, moving right back to my roots in my hometown, where I raised a herd of several hundred local cattle. Lacking experience, however, I ran at a loss and later became involved in the timber trade, setting up a sawmill for export to the PR of China and to supply to import-export companies. I set up the Phameuang Road and Bridge Construction Company in 2010, which happened to come at a time when the province was redeveloping the towns and improving and constructing transportation infrastructure so we took on all of this work and operated a number of other businesses alongside. We more or less did anything which would make money provided that it was legal in order that we could use this to invest in tourism businesses.”

How many tourist services business are there currently in the province?

“Compared to 2010, these have been developing fast. There are currently three hotels, over thirty guesthouses, six large restaurants, and over twenty entertainment venues.”

What does Attapeu have to offer in terms of local culinary specialties?

“When you come to Attapeu, you will get to taste our cheo pa katao (a sharp spicy fish sauce), mok bay houng (pork wrapped in papaya leaves with fermented salted fish), and palm sugar. Our other foods are not all that different from those of other regions, differing possibly only in flavor and appearance.”

What tourist attractions are there in Attapeu province?

“Actually, Attapeu province has many interesting tourist attractions but they lack development and facilities, making them difficult to reach. Examples include the Nong Fa lake, which is the source of the Xe Kamane river, and is located among the mountain peaks at an altitude of 1,200-1,500 meters in the Dong Ampham Conservation Forest in Xanexay district in the east of Attapeu province. It was formed by a volcanic eruption or a falling meteor thousands of years ago, measures about one kilometer across, and the water is clear and green like seawater.

The locals believe that it is a lake of mystery and legend has it that there is a gold-crested rooster which controls the rising and falling of the water level. It is easily accessible during the dry season and is located 178km from Attapeu along Road 18B, where you turn left at the Phou Keua international border and drive for a further 52km along the dirt road.

The Samongphak falls are located where the Samongphak stream flows into the Xepian river. They are 10m high and 30m wide and located 75km from the provincial capital. During the dry season, they can be reached by road but during the dry season, you have to travel 35km by road before taking a one-and-a-half-hour boat ride up the Xepian river. If you walk on for a further two hours, you will reach the Xepha falls and a further two hours brings you to the Xeponglay falls. This is suitable for those who enjoy natural tourism.

The Lamong falls comprise seven different levels and are approximately 85m high. They are of wondrous beauty and located where the Xe Xou tributary flows into the Xe Kamane river in Houay village in Phouvong district. They can be reached by automobile or motorbike via Road 18B. After 52km, you reach Phaomixay village, where you turn right along the dirt road to the Xe Xou river, where you take the boat across and it’s a further 23km to the falls.

The Pha Xaysettha temple is an ancient temple of Xaysettha district originally known as the Chounlamany Stupa temple. There is a stupa which contains the remains of King Xaysettha. It was constructed in 1577 and tells the tale of King Xaysettha. It can be reached easily by traveling 15km along Road 18B.

The Ongsen Soukharame temple is the seat of a Buddha statue which is revered by many and it is said that those who pray at this temple will see their dreams come true. The temple is located in Sakhe village, Xaysettha district and can be reached by Attapeu-Xekong Road 11 by turning right at Km 22, driving a further 3.5km, and crossing the Xekong river by boat or along Road 18B by driving 11km from the Xekong bridge and turning left and traveling a further 17km along the dirt road.

An old Soviet 11 DMP 912 missile is still left over along the Ho Chi Minh trail as a reminder of the war to prepare for the liberation of South Vietnam. It is located in Xanexay district, 31km from the provincial capital.

Speaking personally and on behalf of the people of Attapeu, I would like to invite everyone to get a taste of our province. You will most certainly not be disappointed and there are many interesting things to learn about.
